The City of San Diego has been awarded $11.98 million from the HUD Community Development Block Grant – Disaster Recovery (CDBG-DR) program to construct new stormwater infrastructure along Streamview Drive in the communities of Oak Park and Redwood Village. This funding will support construction of the Streamview Drive Green Infrastructure Project, a stormwater system designed to improve water quality, reduce flood risk and bring modern infrastructure upgrades to the Chollas Creek watershed.

After the January 2024 floods, the Mayor’s Office worked closely with the Biden-Harris Administration to secure a disaster declaration (DR-4758), which made the City eligible for these funds. The CDBG-DR program provides flexible federal funding to help states and local governments recover from major disasters by rebuilding housing, restoring infrastructure, supporting economic revitalization, and strengthening resilience against future disasters.

“Securing nearly $12 million in federal funding means we can make critical infrastructure improvements that will improve the quality of life for residents in Oak Park.” said Mayor Todd Gloria. “This investment will improve water quality, reduce flood risk, and modernize aging infrastructure in the Chollas Creek watershed. It's another example of how we're bringing resources home to build a cleaner, safer, and more resilient San Diego.”

When it rains, stormwater currently flows through the neighborhoods into a series of pipes that lead to Chollas Creek eventually to the Pacific Ocean. This project will install an underground treatment feature to help filter out trash and pollution before the water reaches Chollas Creek.

“This funding is a big win for the residents of our district,” said Councilmember Henry L. Foster III, who represents Oak Park. “Streamview Drive has been overdue for infrastructure upgrades, and this project will improve the quality of life for the community. I’m proud to see this investment moving forward and grateful to our state partners for supporting this critical project.”

The project also includes construction of the City’s first underground multi-use treatment vault on Streamview Drive between 54th and 55th streets. Once completed, the entire green infrastructure system will treat stormwater runoff from a 285-acre drainage area in the neighborhood, significantly improving water quality within a historically under-resourced community.

“The Streamview Drive Green Infrastructure Project will help filter pollutants out of stormwater runoff before it reaches Chollas Creek. The project aims to improve water quality in Chollas Creek through infrastructure upgrades and modernization,” said Stormwater Director Todd Snyder. “It's a great example of how the City is using state partnerships to build a more sustainable future.”

Construction on the Streamview Drive Green Infrastructure Project is scheduled to begin in 2027 and will be completed in 2029. This project is being performed in conjunction with the Streamview Drive Improvements Phase 2 project.
