Mayor Todd Gloria Announces New Appointments to City of San Diego’s Boards and Commissions
Following City Council approval, Mayor Todd Gloria recently announced these new appointments and reappointments to serve in key roles on the City’s Boards and Commissions. The City has more than 40 active Boards and Commissions, and San Diegans are encouraged to get involved. William Tippets was appointed to the Mission Bay Park Committee. Tippets previously served as a senior project director at The Nature Conservancy, a principal water resource specialist at the San Diego County Water Authority, a deputy regional manager and environmental program manager at the Department of Fish and Game, and a senior state park resource ecologist at the California Department of Parks and Recreation. He volunteers as a conservation biologist for the Southwest Wetlands Interpretive Association, where he evaluates environmental conservation efforts in Southern California. Tippets holds a bachelor's degree in biological sciences and a master's degree in ecology and fisheries biology, both from the University of California, Davis. He is being appointed to a two-year term, and completing the seat’s current term ending June 30, 2027, in the District 1 Representative Seat.
Kwofi Reed was appointed to the San Diego Housing Commission. Reed serves as president and CEO of San Diego Habitat for Humanity, where he leads organizational operations, including new home construction, home repair initiatives, retail operations and neighborhood revitalization programs that expand affordable homeownership opportunities for San Diego families. Prior to joining Habitat for Humanity, Reed served as manager of programs and operations for LISC National Housing, where he led development of a homeownership strategy for 37 local field offices as part of the $1 billion Project lOX initiative. He also has previously held roles with LISC San Diego, the San Diego Housing Commission, and the U.S. Department of Housing and Urban Development in Washington, D.C., where he gained experience in housing finance and affordable housing programs. He is being appointed to a four-year term ending Jan. 2, 2030, in the Qualified Member Seat.
Antoine Pierre Jackson was reappointed to the San Diego Housing Commission. Jackson is a U.S. Navy veteran and currently serves as a business development and inside sales manager, with experience training and supporting hundreds of thousands of military, law enforcement and first responder personnel. He is being reappointed to a two-year term ending Jan. 2, 2028, in the Tenant of Housing Authority seat.
Yolanda Franklin was appointed to the Commission for Arts and Culture. Franklin is the executive artistic director at Common Ground Theatre, where she oversees organizational leadership, programming, partnerships and strategic planning. She brings experience in arts administration, community engagement and cross-sector collaboration through work with regional institutions, including The Old Globe, La Jolla Playhouse, and other local theatres. Dr. Franklin holds a doctorate in humanities from Next Level Dimension University and has completed leadership and directing training programs. Her volunteer service includes community programming, arts initiatives and participation in regional cultural panels. She is being appointed to a two-year term, and completing the seat's current term ending Aug. 31, 2026, in the Mayoral Seat.
Matthew Jawlik was appointed to the Balboa Park Committee. Jawlik is the chief financial and operating officer for the San Diego Natural History Museum, where he oversees finance, accounting, human resources, and operations. He brings 20 years of leadership experience across the for-profit, nonprofit, and government sectors. Prior to this role, he served as deputy chief financial officer at the California Charter Schools Association, managing a $20 million budget. He currently serves as board president of the San Diego Global Vision Academy, a public charter school in his community. Jawlik holds a bachelor's degree in industrial engineering from Columbia University and both a master's degree and a Master of Business Administration from University of Southern California. He is being appointed to a two-year term, and completing the seat's current term ending March 1, 2027, in the Large Institution in Balboa Park Seat.
Armon Harvey was appointed to the Resiliency Advisory Board. Harvey is a San Diego-based community resilience leader and nonprofit executive currently serving as founder and executive director of the Harvey Family Foundation, where he leads disaster recovery and community resilience initiatives. In this role, he directed community-based response efforts following the January 2024 floods, supporting impacted households by coordinating housing assistance, food distribution, and essential services in partnership with local organizations and public agencies. Harvey also serves as community engagement director for the Positive Coaching Alliance, leading regional initiatives focused on youth development, sports equity, and cross-sector collaboration. His experience includes stakeholder engagement, volunteer mobilization, and program implementation across diverse communities in San Diego County. He is being appointed to a two-year term, and completing the seat's current term ending Aug. 1, 2026, in the District 4 Member Seat.
Harry Bubbins was reappointed to the Mobility Board. Bubbins serves as the president of the La Jolla Community Planning Association. For nearly three years, he served as a senior manager of public affairs at Southwest Strategies, guiding clients through public outreach and government approval processes. Bubbins is the founder of Friends of Brook Park, which focuses on coalition-based campaigns for equitable land-use policies and on amplifying environmental justice. He holds a Bachelor of Science from Cornell University and is being reappointed to a two-year term, ending Feb. 1, 2028, in the District 1 Representative Seat.
Michael Donovan was reappointed to the Mobility Board. Donovan is a retired technology strategist who has worked with Fortune 100 companies and governments to plan for the use of technology, where appropriate, to solve many challenging problems. He has also worked with leading companies in the transportation and travel industries. He currently volunteers on the boards of several community organizations around Hillcrest and is active with several community planning groups. He is being reappointed to a two-year term, ending Feb. 1, 2028, in the vacant At-Large Seat.
Jeff Dosick was reappointed to the Mobility Board. Dosick is a former senior process engineer and AXI application engineer consultant with more than 20 years of experience in machine vision technology. He currently serves as a volunteer education director and board member of Pozabilities and the treasurer and board member of the Hillcrest Town Council. He is being reappointed to a two-year term ending Feb. 1, 2028, in the District 6 Representative Seat.
Steven Gelb was reappointed to the Mobility Board. Gelb is co-chair of SanDiego3501's transportation committee and part of the San Diego Transportation Equity Working Group. He served as a faculty member in the School of Leadership and Educational Sciences at the University of San Diego until he retired in 2015. Dr. Gelb received his Bachelor of Arts from the University of Wisconsin, a Master of Education from the Erikson Institute of Loyola University of Chicago, a doctorate from the University of Washington, and completed a postdoctoral fellowship at the University of Illinois. He is being reappointed to a two-year term, ending Feb. 1, 2028.
Shalamon Duke was appointed to the Accessibility Advisory Board. Duke holds a Doctorate of Education in educational leadership and has extensive experience in disability services, accessibility compliance, and student support programs. He has served in senior leadership roles overseeing disabled student programs and services and ensuring compliance with federal and state accessibility laws, including the Americans with Disabilities Act and Section 508 standards. His professional background includes implementing accessible technology, developing accessibility policies and training, and supporting individuals with disabilities in educational settings. He is being appointed to a two-year term, and completing the seat's current term ending June 30, 2026, in the ADA Expert Seat.
