Gloria Administration Announces New Appointments to City of San Diego’s Boards and Commissions

Following City Council approval, Mayor Todd Gloria recently announced these new appointments and reappointments to serve in key roles on the City of San Diego’s Boards and Commissions. Check the Boards and Commissions webpage to learn about vacancies and apply for a position.   

Dajahn Blevins was reappointed to the Commission for Arts and Culture. Blevins is a Behavior Modification specialist who uses arts, culture and creative nontraditional interventions to help bring about change. He is the founder of Urban Warriors, an organization designed to create an urban performing artist community that advocates, teaches and demonstrates collective work and responsibility, promoting health, self-determination and discipline through creative edutainment, artistic experiences and exploration. He is the creator of the DABADOYA international youth entrepreneur mentoring project and the Kuumba Fest, which is San Diego's longest running arts and culture celebration of its kind. Blevins is a graduate of Texas College, where he earned his Bachelor of Science in social sciences. He continued his education at San Diego State University (SDSU), with a focus on sociology and performing arts. He was reappointed to a two-year term, ending Aug. 31, 2026, in the District 4 Representative Seat. 

Linda Lattimore was appointed to the Franchise Compliance Review Committee. Lattimore is a former General Counsel and top senior executive who has worked closely with all functional departments, including human resources, finance, sales, supply chain and more. Lattimore is the founder of Cross Sector Institute, Solutionaries Academy, and WGN Global Fund, a 501(c)(3) nonprofit supporting women and teen girls interested in social enterprise as a vehicle for change. In her role as Chief Compliance Officer, she has been responsible for creating and implementing corporate policies and procedures and global compliance training programs. Her skills and experience across regulated industries and geographies enable Linda to articulate and represent the issues that are unique and distinct to all stakeholders about the cultures and markets her clients serve. She holds a Bachelor of Science in finance from Florida State University and a Juris Doctorate from St. Mary's University. She was appointed to a one-year term ending June 30, 2026, in the Member Seat. 

Victoria Barba was reappointed to the Consolidated Plan Advisory Board. Barba is the Government Relations Manager at Sharp HealthCare. She previously served as the Director of Community Outreach in the Office of City Councilmember David Alvarez -- a position she held for three years. Barba has served on the Consolidated Plan Advisory Board since 2019 and was reappointed to a two-year term ending July 1, 2026, in the District 8 Representative Seat.  

April Moreno was appointed to the Citizens' Equal Opportunity Commission. Dr. Moreno is the founder and Executive Director of the Autoimmune Community Institute, a San Diego-based nonprofit organization dedicated to autoimmune health equity, bringing awareness and support for the diversity of chronic autoimmune disease experiences of people with lupus, type 1 diabetes, multiple sclerosis, rheumatoid arthritis and more. She is also a member of the Latino and Asian and Pacific Islander affinity groups for the UC San Diego Alumni and has been a board member and Director of the San Diego branch of the National Association of Asian American Professionals (NAAAP) - Women in NAAAP, as well as founding Director of the San Diego branch of Girl Develop It - a nonprofit organization supporting women in learning software development skills. Dr. Moreno completed a postdoctoral fellowship in biomedical Informatics at UC San Diego and holds a doctorate degree in health promotion sciences and information systems from Claremont Graduate University, a Master of Public Administration from Cal State University Northridge, as well as a Master of Arts in cultural anthropology from the University of London, UK. She was appointed to a two-year term ending Jan. 1, 2026, in the Disabled Person Seat.  

R. Lee Brown was reappointed to the Municipal Golf Committee. Dr. Brown serves as the Executive Director of Program Management for Consulting and Independent Research for SDSU Graduate Homeland Security Department. He has also served as President of the University of Southern California Football Alumni Association, where he was responsible for the annual golf tournament operations and various operations involving over 2,500 players, coaches and staff. Additionally, he served as an evaluator for the TGR-Tiger Woods PROKIDS Golf Academy FIRST TEE funding accreditation. Dr. Brown holds a master's degree in cross-cultural counseling from SDSU and a doctorate in leadership studies from the University of San Diego. He was reappointed to a four-year term ending May 1, 2029, in the At-Large Member Seat. 

Britton Nelson was reappointed to the Municipal Golf Committee. Nelson serves as Manager of Strategic Programs at Sonatype, a software supply chain management company. An avid golfer, she holds a Bachelor of Science in both management science and mathematics from Southern Methodist University. She was reappointed to a four-year term, ending May 1, 2029, in the General Business Member Seat. 

Lauren Holst was reappointed to the Municipal Golf Committee. Holst is a junior golfer finishing her senior year at Francis Parker High School and serves as the Golf Team Captain. She has competed in two-day, 36-hole tournaments through the San Diego Junior Golf Association, multi-day tournaments through Future Champions Golf and Varsity Golf Team through Francis Parker School. Additionally, Holst volunteers with Pro Kids, a youth development organization that introduces the game of golf and its inherent values to young people. She was reappointed to a four-year term ending May 1, 2029, in the At-Large Member Seat.  

Richard Wallace was reappointed to the Municipal Golf Committee. Wallace is the Director of Golf at The Lodge at Torrey Pines, where he oversees all golf operations, including course management, staff supervision and customer service. He has over 26 years of experience in the golf industry. Wallace is a graduate of Towson University with a Bachelor of Arts in mass communications. He was reappointed to a four-year term ending May 1, 2029, in the Lessee from Municipal Golf Course Seat.  

Henry Anderson was appointed to the Youth Commission. Anderson is a student at Morse High School and is currently a leader within the Power Up Youth Civic Engagement initiative, which was responsible for registering youth to vote. He volunteers with the St. Stephens Food Distribution, St. Stephens Children's Ministry as a youth leader, and Veterans for Peace. He has served as the National Society of Black Engineers Jr. San Diego Chapter President and has served on the Site Governance Team and Associated Student Body at Millennial Tech Middle School.  Anderson was appointed to a two-year term, ending July 1, 2026, in the District 4 Representative Seat. 

Princess Dunn was appointed to the Youth Commission. Dunn is a student-athlete at KIPP Adelante College Prep School. She is the co-founder of the "I AMME" scholarship program, which supports and celebrates inner-city college-bound high school seniors who have encountered and overcome bullying, as well as provides collegiate financial support. She has also participated in the DETOUR Empowers FANCY (Focused And Naturally Confident Youth) Leadership Academy, which is a program that motivates young women to achieve academic excellence. She was reappointed to a two-year term ending July 1, 2026, in the District 4 Representative Seat. 

Angela Ortner was appointed to the Youth Commission. She attends UC San Diego and is active in student government and multiple student organizations. She currently lives on MCAS Miramar Base. She graduated from Mira Mesa High School with Academic Distinction and the California Seal of Biliteracy in Spanish. Earlier this year, she received her Associate of Arts in political science from San Diego Miramar College with high honors. She was reappointed to a two-year term ending July 1, 2026, in the District 6 Representative Seat. 

Arnav Dagar was appointed to the Youth Commission. Dagar is a Junior at Canyon Crest Academy and has earned a cumulative grade point average of 4.22. He serves as the Vice President of Outreach at the Student Leadership Board of the San Diego Science and Engineering Fair, he coaches MATHCOUNTS and has been working with underserved students at Casa de Amistad. Due to his interest in artificial intelligence (AI) and the use of AI for solving real-world problems, he recently presented his research at the Regeneron ISEF on smartphone-based screening for risk factors of amblyopia, a childhood vision development disorder. Dagar was a summer scholar at the Salk Institute of Biological Studies and is currently a research intern at GoCheck Kids. He was appointed to a two-year term ending July 1, 2026, in the District 1 Representative Seat. 

Rosa Olascoaga Vidal was appointed to the Mobility Board. Olascoaga Vidal serves as the Vice President of Community Development and Policy at City Heights CDC, where she oversees the planning, organization and administration of several departments, including Policy, Transportation and Planning, Housing Development and Real Estate, and the City Heights Maintenance Assessment District. In the past, she led a campaign with a local nonprofit organization focused on improving regional transportation. Olascoaga Vidal holds a Bachelor of Arts in political science from the University of San Francisco with a minor in legal studies and Chicanx and Latinx studies. She was reappointed to a two-year term ending Feb. 1, 2026, in the District 4 Representative Seat. 

Ismahan Abdullahi was appointed to the San Diego County Water Authority's Board of Directors. Abdullahi serves as the National Executive Director for the Muslim American Society's Public Affairs and Civic Engagement. In her past role as Director of Movement and Campaign Strategies at PANA, she built grassroots community power through organizing, advocacy, alliance building, designing and implementing a civic engagement infrastructure in refugee communities, developing leaders, tackling hate head-on and using an integrated voter engagement strategy to build a visible refugee electorate. She also served as a member of the Strategic Council for Mobilizing the Immigrant Vote and Steering Committee member for Power California. She holds a bachelor's degree in human biology from the University of California (UC) San Diego and a master's degree in education with a concentration in counseling from SDSU. She was reappointed to a term ending Feb. 24, 2031, in the Member Seat. 

Lois Fong-Sakai was appointed to the San Diego County Water Authority's Board of Directors. Fong-Sakai is a registered civil engineer who brings experience in water planning and policy, including work as a project manager and engineer for major water projects such as reclamation programs for West Basin and Central Basin municipal water districts, and the Industrial Wastewater Treatment Plant at San Francisco International Airport. In addition, Fong-­Sakai worked on the Fiesta Island Replacement Project, which relocated a sewage sludge facility in San Diego's Mission Bay and the University City Subsystem project to design and build reclamation pipelines. She is involved in several organizations, including as a member of the American Water Works Association's Water for People, which raises funding to help plan, design and build sustainable water systems in nine developing countries. Fong-Sakai holds a bachelor's degree in chemistry from UC Berkeley. She was reappointed to a term ending Oct. 27, 2031, in the Member Seat.  

Jimmy Ayala was appointed to the San Diego County Water Authority's Board of Directors. Ayala is the founder and Chief Executive Officer of Vivienda Advisors. Until 2023, he served as the Division President for Tri Pointe Homes, managing the day-to-day operations, including community development, marketing, sales, construction and purchasing department and land development while setting a long-range vision for the company. Ayala has served on the Federal Reserve Bank of San Francisco Board of Directors and on the San Diego County Water Authority Board of Directors. He holds a Master of Business Administration from SDSU and a Bachelor of Science in urban and regional planning from California Polytechnic State University. Ayala was appointed to a term ending March 5, 2027, in the Member Seat.
