City Receives Nearly $7 Million in SANDAG Funding

The City of San Diego has been awarded $6,900,000 from the San Diego Association of Governments (SANDAG) through the TransNet Smart Growth Incentive Program, to support five projects that will improve how people move around the City, plan for new homes and jobs, and protect neighborhood quality of life. 

“When budgets are tight and every dollar matters, this regional funding helps us keep moving projects forward,” said San Diego Mayor Todd Gloria. “SANDAG’s investment supports improvements across San Diego — from Rancho Bernardo to the South Bay — that make a real difference in people’s daily lives.” 

The City’s Transportation Department was awarded $3,500,000 for the Chollas Creek to Bayshore Bikeway which, once completed, will connect Southeastern San Diego and Barrio Logan residents to San Diego Bay. Plans include Complete Streets improvements, including a separated bikeway, traffic calming measures, bike-bus facilities integration and accessibility features along Main Street from Schley Street to Rigel Street within Barrio Logan.  

City Planning was awarded a total of $3,400,000 for four projects, including two community plan updates: 

  • Balboa Park Master Plan - $1,000,000

Partnering with community members, community-based organizations, multidisciplinary experts, and local and regional agencies, the City will develop the update to the Balboa Park Master Plan. This planning effort will establish policies and land use regulations that preserve parkland for recreational uses while improving multimodal circulation within and between the Park, bordering neighborhoods, and the broader region. The existing Balboa Park Master Plan was adopted in 1989. 

  • Otay Mesa – Nestor Community Plan Update - $1,000,000

This planning effort will revise the land use map and update policies to increase opportunities for transit-oriented development, multimodal connectivity, and enhance access to jobs, services and public spaces. The existing Otay Mesa - Nestor Community Plan was adopted in 1997. 

  • Rancho Bernardo Community Plan - $1,000,000

The planning effort will revise the land use map and supporting policies to increase opportunities for homes and jobs near transit and employment centers; identify pedestrian, bicycle and transit improvements; and promote fair housing among other planning activities. The existing Rancho Bernardo Community Plan was adopted in 1988.

  • City’s Climate Action Plan (CAP) Update - $400,000

The project will update the City’s 2022 Climate Action Plan to maintain alignment of the City’s CAP with State targets and goals for reducing greenhouse gas emissions. An updated emissions inventory, future projections, and reduction targets will be prepared to ensure the CAP Update is informed by the most recent and best available data, methodology, and best practices.
