City Approves Plan for New Otay Mesa Neighborhood with More Than 5,000 Homes
San Diego is one step closer to adding more than 5,000 new homes after the City Council approved the Southwest Village Specific Plan, creating the framework for a new neighborhood in Otay Mesa. This privately proposed initiative by Tri Pointe Homes establishes the blueprint for a new master-planned community with a variety of housing opportunities alongside parks, schools, retail, trails and preserved open space. The plan calls for the development of about 500 acres into a walkable, mixed-use neighborhood while preserving roughly 200 acres of open space.
"Cities aren't defined by the buildings they construct – they're defined by the neighborhoods they create," said Mayor Todd Gloria. "Southwest Village is about building a complete community from the ground up, with new homes, parks, schools, open space and local businesses that will serve San Diegans for generations. That's the kind of thoughtful growth our city needs as we plan for the future."
The neighborhood will include a mix of housing options – from single-family homes to multifamily developments – as well as deed-restricted affordable housing to serve residents at different income levels.
Increasing the supply of homes is an important part of addressing San Diego's housing shortage, improving housing affordability and helping families stay in the city they love. The approval of the plan supports the City's broader efforts to expand housing opportunities across San Diego while helping meet its state-mandated housing goals.
Building on the vision established in the Otay Mesa Community Plan, the plan also advances the City's General Plan City of Villages strategy by encouraging thoughtfully planned growth that brings housing, jobs, parks and services together in complete neighborhoods.
The plan is the result of nearly a decade of planning, collaboration and community engagement. Since 2016, City staff and Tri Point Homes have worked with property owners, community members, public agencies, stakeholders and a subcommittee of the Otay Mesa Community Planning Group to help shape the vision for the future neighborhood. The Otay Mesa Community Planning Group and the San Diego Planning Commission both recommended approval before the City Council adopted the Southwest Village Specific Plan in July 2026.
